ADVENTURES IN TAX REFORM

Over the last three and a half years, there has been quite a bit of discussion regarding tax reform. President Obama has mentioned it in his State of the Union addresses. Both the House Ways and Means Committee and the Senate Finance Committee have been hard at work on tax reform. Is it going to happen? The last time we had tax reform was in 1986 - almost 30 years ago. It was a process that took 2 ½ years. In early 1984, President Ronald Reagan called for tax reform as part of his State of the Union address. Later that year, which was a presidential election year, the Reagan Treasury Department issued a three volume report on tax reform known as Treasury I. Tax reform was taken up by the Congress in 1985 and 1986, culminating in the signing of the Tax Reform Act of 1986 in October of 1986. It was a landmark achievement and one of the major accomplishments of the Reagan Administration. The chairman of the Senate Finance Committee has suggested a window from now until August 2015 in which tax reform could take place. If tax reform takes place, what will it look like? Will it be comprehensive tax reform, meaning both individual and corporate tax reform, or business only tax reform? What are some of the difficult issues that need to be resolved in enacting tax reform? Professor Chris Hanna will address these issues and attempt to give some guidance and perspective on the future of tax reform in the United States. Christopher H. Hanna is a professor of law and a University Distinguished Teaching Professor at Southern Methodist University. Professor Hanna has been a visiting professor at the University of Texas School of Law, the University of Florida College of Law, the University of Tokyo School of Law and a visiting scholar at the Harvard Law School and the Japanese Ministry of Finance. Prior to coming to SMU, Professor Hanna was a tax attorney with the Washington, D.C. law firm of Steptoe & Johnson. His primary duties included tax planning for partnerships and corporations on both a domestic and international level and also tax controversy. He has received the Dr. Don M. Smart Teaching Award for excellence in teaching at SMU Dedman School of Law on eight separate occasions. In 1995, he was selected and featured in Barrister magazine, a publication of the ABA Young Lawyers' Division, as one of “21 Young Lawyers Leading Us Into the 21st Century” (Special Profile Issue 1995). He has authored numerous articles in various areas of taxation including international taxation, corporate taxation, partnership taxation, and tax accounting. Professor Hanna completed his first book entitled Comparative Income Tax Deferral: The United States and Japan, which was released in July 2000. Hanna completed his second book entitled Corporate Income Tax Accounting (co-authored) in October 2007, which is currently in its fourth edition.
